The Windham & Windsor Housing Trust (WWHT) entered the final phase of a three-phase rehabilitation and renovation project this month. Construction costs for the project totaled $8.9 million, according to WWHT Executive Director Connie Snow. The funds spruced up 83 of the housing trust's older apartments across 13 buildings.
